The program, lasting 18 months, begins on January 1, 2026, and concludes on July 4, 2027. The bank announced the Critical Infrastructure Finance Initiative on August 12. Its focus areas include digital systems, energy and power, along with essential infrastructure. This initiative also coincides with the 250th anniversary of the United States.

The $250 billion goal encompasses a variety of financial activities rather than just direct loans or investments. Bank of America will include eligible primary-market lending, investments, capital markets transactions, and advisory services in its tally. The program also offers banking and supply-chain solutions for qualifying projects. Funding can support initiatives at both corporate and asset levels. The bank intends to collaborate across public and private markets as companies seek capital for major infrastructure projects.
Digital infrastructure is one of the three primary categories within the initiative. Eligible projects include data centers, computing hardware, chips, equipment, telecommunications networks, and semiconductor infrastructure. Energy projects cover conventional and renewable power generation, energy storage, and distribution systems. Core infrastructure involves transportation, electric and energy transmission, grid optimization, water systems, critical minerals, and mining. The bank explained that these categories align with the demand for computing capacity, energy, manufacturing, transportation, and diversified supply chains across the nation.
Funding for digital, energy, and core infrastructure projects
Bank of America stated that the program will mobilize capital through its global markets platform, advisory operations, and balance sheet. Its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will lead the initiative. All eight of the bank’s business lines will support the effort. Jim DeMare, co-president of Bank of America, connected the initiative to infrastructure that underpins the economy, energy security, and technological progress. The bank anticipates that eligible transactions will contribute toward the $250 billion goal during the measurement period.
The program also emphasizes employment and community development as key objectives. Bank of America highlighted that infrastructure financing can generate jobs in construction, manufacturing, technology, and ongoing operations. Projects like data centers, power facilities, transportation networks, and grid upgrades require workers during both construction and maintenance phases. Additionally, the bank promotes workforce training through collaborations with employers, nonprofit organizations, and community colleges. In 2025, it allocated nearly $40 million to over 730 workforce development partners across U.S. markets.

According to workforce partners, their programs helped connect more than 90,000 individuals with jobs in 2025. They also reported providing access to training, education, and career-readiness programs to over 290,000 people. Bank of America clarified that these figures are separate from the infrastructure financing target. Karen Fang, the bank’s global head of infrastructure and sustainable finance, noted that large infrastructure projects require funding across interconnected sectors. She also serves as co-head of Global Capital Solutions.
Progress will be assessed based on eligible activity completed during the 18-month period. The methodology aligns with that used for its existing $1.5 trillion, 10-year sustainable finance goal. The new initiative specifically targets infrastructure development and modernization in the United States. Its end date of July 4, 2027, extends the program by one year beyond the country’s 250th anniversary. The bank stated that this financing effort aims to support infrastructure, economic growth, job creation, and community development nationwide.
