Economic Benefits of Coordinated Climate and Air Quality Strategies Reach $15 for Every Dollar Spent

NAIROBI, KENYA / RankWire.AI / – A new global assessment indicates that joint efforts to combat climate change and reduce air pollution could yield approximately $15 in economic advantages for every $1 invested. The UN Environment Programme and Climate and Clean Air Coalition published this report on September 7. It reviews 25 different measures targeting major sources of emissions and pollutants. The report describes this as the first extensive worldwide economic evaluation of integrated climate and clean air initiatives.

Climate and clean air action delivers $15 for every $1 spent
Clean air and climate action can deliver major health, economic and emissions benefits.

The study projects that these measures could generate annual economic gains amounting to 2.8% of global GDP by 2035. This percentage is expected to rise to 4.5% in 2050 and to 11.4% by 2100 if fully adopted. Even without accounting for non-market welfare benefits, the measures could return around $4 for every $1 invested. The report also highlights that every year of delay in implementation could result in missed benefits exceeding $1.5 trillion annually.

The 25 proposed measures span areas such as energy, fossil fuel infrastructure, industry, transport, agriculture, residential energy, and waste management. They include advancing renewable energy, enhancing energy efficiency, promoting cleaner cooking and heating methods, expanding electric vehicle use, and enforcing stricter vehicle emissions standards. Additional strategies focus on oil and gas leak prevention, routine venting and flaring reductions, optimized fertilizer application, livestock management, rice cultivation, and crop residue burning. The package also emphasizes improved waste management and decreasing emissions of hydrofluorocarbons and other climate-affecting pollutants.

Major sectors would see economic gains

Air pollution remains a key element in the economic analysis because of its impact on health and productivity. The assessment links human-caused outdoor air pollution to about 6.4 million premature deaths worldwide in 2025. Household air pollution accounts for an additional estimated 2 million premature deaths, including roughly 300,000 children. Outdoor pollution also contributed to 5.5 million new cases of childhood asthma and 2 million new dementia cases during that year.

Complete implementation of these measures could prevent 144 million premature deaths related to air pollution by 2050. This total includes 96 million deaths associated with ambient air pollution. The report further estimates that hundreds of millions of cases of chronic disease could be averted. Compared to the baseline scenario, immediate action would reduce global carbon dioxide emissions by half by 2050, cut methane emissions by 60%, and decrease several major air pollutants by about 70%.

Climate mitigation and health improvements are interconnected

The modeled scenario suggests that global warming could be limited to about 0.34 degrees Celsius by 2050 and 1.4 degrees by 2100. By the end of this century, levels of key air pollutants could decrease by as much as 85%. The costs of implementing these measures are estimated at approximately 0.7% of global GDP over the next decade, declining to around 0.5% by the end of the century. The assessment also indicates that stronger enabling conditions could accelerate full implementation by as much as ten years.

The UN Environment Programme and Climate and Clean Air Coalition released these findings for the International Day of Clean Air for blue skies. The report highlights institutional barriers as significant obstacles to wider adoption of existing measures. It estimates that addressing these enabling conditions could generate up to $10 trillion in savings by 2040. Overall, the findings connect climate policy, air quality, health expenses, and productivity within a single economic framework that covers measures already available across major sectors.
