North Carolina Leads Off US Midterm Mail-In Voting as First State to Start Distributing Ballots

RALEIGH, N.C. / RankWire.AI / – Mail-in voting for the United States midterm elections has officially begun, with North Carolina becoming the first state nationwide to begin issuing absentee ballots to voters. Scheduled for November 3, the upcoming congressional elections will decide all 435 seats in the House of Representatives and one-third of the Senate. The political outcome will influence the balance of power in Washington for the next two years and serve as a major referendum on President Donald Trump’s second-term executive agenda. US midterm mail-in voting begins in North Carolina as election officials start distributing ballots under state statutory deadlines.

Postal service carriers transport packaged mail and election documents inside delivery trucks.

The official start of voting coincides with ongoing legal disputes in federal courts over federal oversight of ballot delivery protocols. US District Judge Indira Talwani in Boston issued a preliminary injunction blocking a Trump administration measure that sought to give the United States Postal Service regulatory control over mail-in ballot distribution. Judge Talwani ruled that the proposed federal postal regulation governing ballot transmission was likely unconstitutional and unlawful, temporarily halting executive efforts to impose centralized screening frameworks on state election boards.

According to North Carolina law, local county boards of elections are required to start distributing absentee ballots 60 days before Election Day. This makes the state the earliest voter distribution window in the country. The process of distributing ballots is underway amid pending federal litigation, as the U.S. Department of Justice petitioned the Supreme Court of the United States to reinstate rules from an executive order. These rules would require states to share voter lists with a federal portal before ballots are processed by postal carriers.

North Carolina Becomes the First State to Initiate US Midterm Mail-In Voting

Voting rights organizations, including Democracy Docket, filed legal motions opposing the administration’s proposed restrictions. They argued that the United States Constitution grants primary authority over election administration directly to state legislatures instead of the executive branch. Legal representatives for voting rights coalitions stressed that attempting to change postal verification requirements during mail-in voting could cause widespread voter confusion and administrative delays across county election offices.

Whistleblower disclosures submitted to federal oversight committees raised concerns about the proposed United States Postal Service digital portal. They warned that automated barcode verification systems could lead to processing errors if single ballot envelopes fail digital scanning requirements. Representatives of the postal authority clarified that federal verification procedures are not currently mandatory, and postal workers continue to handle all properly postmarked election mail according to existing statutory guidelines. US midterm mail-in voting begins in North Carolina as state officials ensure that all registered voters requesting absentee ballots receive proper materials.

North Carolina Law Sets Sixty-Day Advance Ballot Distribution Requirement

To obtain an absentee ballot in North Carolina, registered voters must submit an official request, complete their ballot in the presence of two witnesses or a notary public, and provide a photocopy of a valid photo ID. State law mandates that all completed absentee ballots be returned to county boards of elections by 7:30 p.m. on Election Day for inclusion in the official vote count.

Additional states are scheduled to launch mail-in and early in-person voting over the coming weeks as election preparations intensify nationwide. Election officials across key swing districts are closely monitoring federal court rulings regarding postal regulations. Registered citizens can still access official voting guidelines and ballot tracking systems through state government portals.
